Only if you feel like fighting all the time... I perfer putting them on Experience. It will get you money faster to buy more properties to earn more money which leads to buying the best weapons and vehicles. But it's all how u want to play the game. If you only get on once in a while, I would put them on Experience, if you get on many times of day, put them on Stamina and Health. Do this only if you have a huge gang though. Otherwise you will just loose every battle.

That is true. I spend about 10-15 minutes every 2 hours so that I can use up my stamina in fights. If you don't hop on often than stamina is a waste. Health is good if you have a great defense though because you will earn experience from being attacked more often (if you win) while you are logged off.
