Galaxy7 tether or hotspot with Razr?

NEXUS 7 and Droid Razr

Just upgraded to Vz data plan. I know Galaxy Nexus7 does not have 4g capability. However, I read that it can be tendered.
We are now on VZ data share plan.
Simply stated:
1. can we now use DROID Razr as a hotspot to enable use of my IPAD3 while on the road, where no router/ home/hotel wifi Internet is available. Can I DO THIS with the Galaxy7.
2. Sister has IPAD2, wifi only, no CMDA. Can she tether her IPAD to Galaxy via Blietooth.

Confused, and appreciate help. At time term WIFI is not clear, because it's used for both in house router wireless signal as well as wifi "street" or wifi via CMDA. U guys always have the answers

Yes. Download the app called "foxfi" from the google play store. It will enable you to do just that

Still Confused..Will allow me to do_?????
Can I use Galaxy Nexus7 in the car, via my 4g. That's what I need to know. Used Foxfi prior to data share plan on IPAD3' but not IPAD2. So, will Foxfi allow non CMDA device (Ipad2) to tether to a CMDA device, Droid? This is what we need to verify. May be too soon to know......
If so, we may consider it. Thx!!
