Galaxy Note 4 (AT&T) Wifi constantly turns off and on

My brand new Galaxy Note 4 wifi turns off then on then off then on over and over about every 5 seconds.

Smart Network switch is not check and Keep Wifi on during sleep is set to always.

ANY SUGGESTIONS??

AT&T has a pre-installed app in most phones called Smart WiFi. Is that possibly affecting it?

No, I uninstalled that. It only seems to do it when I'm not downloading something.

When you received the phone did you perform a factory data reset on it?
