Gonna necro this thread only because I've had this same issue for months and none of the standard solutions worked until I found a driver that had become disabled.
Device Manager > Universal Serial Bus Controllers > USB Root Hub (xHCI)
This device had become disabled and was triggering the rapid connect/disconnect. Re-enabling the device solved my problem.
