For PC? There sure are. Heck its built right into Windows!
Find the prntscrn key on your keyboard, tap that sucker when you are playing your game, then alt-tab out and paste or ctrl-v into ms paint!

Drocap doesnt work for me, i found that shootme is great. Must be rooted tho
