Favorites in Contacts not static?

The list of Favorites in my contacts isn't static but rather seems to adjust based on use. Is there a way to change that so Favorites shows a list of people I most frequently contact? Thanks in advance.

I believe there should be two list under favorite.. If you long press on a contact and make it favorite it will show on the top.. And stay..
