factory reset activation failed

Did a factory reset on a droid x and when the phone boots to the activation screen it dials out to *228. says press 1 to activate, then waits like 15 seconds asks me for the number of the phone and eventually hangs up on me. then i get activation failed. anyone know why this is happening all of a sudden?

I was having problems updating my towers earlier and tried both option 1 and 2. Maybe its a verizon thing. I would say give it some time and try again.

Vzw said system updates wed night untill 4-5 est. Thursday morning, no changes or activation can be made durring that period
