Emergency Calls From Pattern Lock

There is nothing showing on my phone locked or unlocked for emergency calls how do I find where I can set this up.

The Emergency Call button only shows up when you set a "Security Pattern" screen, not the normal lock.

By law, every phone has to be able to make an emergency call at any time. (In general, I don't know the specifics of the law). If you just have the lock screen it can just be unlocked, so no emergency button. If however you have the security screen (locking pattern), then the emergency call button appears, so that a call to 911 could be made without having to know the pattern.
