Make sure you have a strong connection..

If you are in the app go into Settings>Applications>Ebay>Clear Data/Force Stop

Go into settings: applications: ebay, clear data.
If that doesn't work uninstall and then reinstall.

Im having the same problem I have a ebay app there is no option to list an item so I try going to ebay.com only to be redirected to mobile ebay also no options to sell an item. At the bottom of the page is a link to classic ebay that link is broke it doesn't work. What a joke.
