Droid Razr Maxx HD. Mobile data linked to wifi issue.

When I turn my data on nothing happens, when I turn my WiFi on with my data both symbols for WiFi and data show up but only the WiFi works. When I turn my WiFi off both symbols disappear even though the data button is still switched "on" yet the data still doesn't work. I have tried restore to factory default, tried updating even sat on the phone with Verizon tech for an hour trying to figure it out. Anyone have any other suggestions? Am I the first to experience this?

I've never had this problem. Is airplane mode on?

No airplane mode is not on. I am a pretty experienced droid user I usually know what I am doing or can figure things out. But not this.
