Droid MaXX (x2) Both verizon Sim help

So I have two Droid MaXX phones both semi new and from verizon. One has been reported lost/stolen Well I bought this phone on craigslist and am unable to initiate service on it. My other Droid MaXX works fine. When I take the sim from the working phone and install it in the "reported" phone I am unsuccessful at placing calls.

1.) Why is this?
2.) Also how am I to go about resolving this issue?

Bill, I hate to say it but you're screwed. When a phone is reported lost/stolen, verizon adds the phone to a list that, no matter what you do, it will not work. When you buy a phone off Craig's list, you need to meet the person at a Verizon store. If the phone is cleared by the store, then you hand over the cash and take the phone.
