These days the best way to be sure that you will be able to install custom firmware and roms on your device is to buy a developer version of the phone you like. Not all OEMs offer a developer version. HTC has decided to have a developer version of the One M9 which actually ships with an unlocked bootloader! This makes it super easy to install a custom recovery and then install your favorite rom.
The only issue with all of this is that you can also pretty easily mistakenly flash the wrong file, or flash a bad file to your device making your phone a soft brick. As a safety measure you will want to be sure to download and have handy an RUU file. This file is an exe which when clicked will launch a wizard walking your through the unbricking process. It is also the easiest way to flash your device back to stock. HTC has released the 5.1 RUU file for the M9 you can grab it at the link below
