I tried the mentioned procedure on my samsung galaxy s3 and it worked. Not sure but hope this will do in ur case too.
Go into root explorer.
/system/media/audio/ui/ TW_Volume_control. ogg.
And rename it with a .bak at the end.
Now reboot and enjoy no sound. (i hope)
I guess, it may not be listed as "TW_Volume_control. ogg"
