DINC2 not recognized by PC

Running Win XP SP3 @ home, cannot for the life of me get my pc to recognize my DINC2 when I connect it. I have a laptop @ work that I can plug in and go. No drivers needed, no updates, nada. I have downloaded & installed the HTC Sync software, which installed the HTC USB drivers, but still jack s**t. Also, when I do plug my phone into my home pc, I notice that I am unable to open any new Windows Explorer windows or apps. I am also unable to open the Hardware Manager. I've searched and can't find anyone else having a similar problem. Anyone know the cause, and more importantly, the fix? Thanks in advance.
 
Update

Ok, so I've gotten my phone to where it will work with my pc. However, I have to power down or restart while it's connected to my pc to be able to see the phone as a disk drive. Any thoughts?
 
Check Settings->Connect to PC and check Ask me if it's not checked. It's possible you have it set to a default other than Disk drive.
