Devour - SIM Card?

Niece wants a Devour & went to buy her one online - says that I do not need to purchase a contract for her if I have a SIM Card already.

Is the seller insane or am I?
I was not aware the Devour was a Global phone nor that it required a SIM card.
And I cannot find information on it anywhere.

Any & all help is appreciated (as long as it's constructive).

NOTE - there already is a contract in place so the Devour would be purchased from eBay without a contract.

Might be a generic disclaimer type thing. The Devour ain't global.

Ok - so if I purchase this phone for her brand new in the box, I won't have to purchase a SIM card or anything with it?
I was just slightly confused at the seller's ad.
