Device admin?

Is this new, or have I just missed it all along? I noticed that you can allow/not allow certain apps adminitrative access. I have seekdroid on my phone, and it was in that list.
Might there be a way to make an app with administrative access to add/remove programs? It may not be root, but I think most people would be happy with just that much.

I was looking at apps I have hidden in my app drawer, and its damn near half the list, lol.

It's been in there a long time (it's on my OG Droid, for example)... it gives some apps extra security on your phone. Google it.
