Deleted Exchange Email not recoverable

I mistakenly deleted emails on my phone's Exchange account, but we have a setting on the Exchange server to keep deleted emails for 7 days on the server for recovery. But when I was in Outlook and tried to recover the emails they were not there.:angry: What is happening?
