Decrease shutter speed on camera?

Sometimes it's hard to take a quick picture because the shutter speed is slow which earns up giving a blurry photo. is it possible to decrease the shutter speed?

Probably not. The shutter speed is lengthened automatically because of the lighting conditions you're in. The sensor needs more light. If you decrease the shutter speed with the same lighting conditions you'll end up with a dark image. You can't get something for nothing.
