No it's not. 2.1a output and no quick charging. It's just a battery pack.

And neither does the other one that costs 2x more. From its description "does not support Qualcomm Quick Charge" it only has two 2.4amp ports just like other pack.

Quick charge is just Qualcomm. My 5x and 6p register rapid charging on this device. So yes it does.
 
My four year old 10000mah battery started swelling a few weeks ago and I had to toss it so I'm in the market again. I'll wait for these to go on sale again. I'm RELLY happy with my 13000mah Anker Astro so I'm waiting for their stuff.
