I had no clue how complicated this was going to be. I just need an app or some means of being able to record phone calls. Surprised the issue of legality is coming up. Do I need to root my phone? Ive heard some talk of this lately and am not sure of the benefits. I even resorted to just putting it on speaker phone and recording it with the regular voice recorder however this failed as well. For some reason it would extend those recordings to about 4 times their actual time and consist of nothing but complete silence. Any help appreciated.

I can only speculate that developers would stay away from recording phone calls apps since the law varies from state to state and countries. I researched the topic a couple of years ago, can't quote anything of the top of my head.
I would try searching not in the market.
