Controlling Network Interfaces without permissions

In an app, I want to be able to not set permission settings ACCESS_WIFI_STATE, CHANGE_WIFI_STATE, ACCESS_NETWORK_STATE, CHANGE_NETWORK_START, INTERNET but I want to be able to send along certain data as well as use network interfaces.

Any help would be great.
