Confused about roms

So how do roms work? Does it reflash the phone? Would I be able to find a 2.2 or 2.3 rom and is it stable? Or is rom something else ?

A ROM is your entire OS, basically. Like taking a computer, formatting the harddrive and loading a new version of Winblows.

As far as whats out for the Fascinate, honestly dont know cause I dont own one
