clockworkmod???

Why am I having such a hard time getting to clockworkmod. I hit bootstrap recovery and flash clockwork but yet it goes to the stock recovery. Trying to make a backup and flash fission.

Edit: when I power down and hold x it boots in regular recovery. When I try to reboot to recovery from CWM and bootstrap it goes to regular recovery like its flashing a rom but goes 1/3 the way and stops.
