Changing color pixels

I read on here some where how to change your color pixel from 16 to 32. I took notes on this and moved on because I was looking for something else. I got my note and tried to remember what to do but can't get past the first step. My note says:

Rw root permission
Change 16-32
And save

I have looked through the forum and used every search term I can think of and still can't find the thread with the instructions. Does any one know what I'm talking about our did I just make it up in my head?

There are software programs that quickly change colors, biking through a variety of colors on your computer display. If a color-cycling window is put in the locality of the stuck pixel, the program is constantly asking the attached pixel to change colors. This will be helpful.
