can't open folder

I know this has been posted before, but I haven't seen a real resolution. I have to turn off my phone and turn it back on about twice a week because I'll end up with a folder that wont open. It's not always the same folder, and it's not always when leaving the same app or function of the phone.

Has anyone had any progress resolving this?
