Can't Access Google Play Store

I can't seem to access the Google Play store (see attached screenshot). I rebooted a million times, wiped cache/date for the app and related services, and even did a factory reset, all to no avail. Running the 232 leak. Any help is greatly appreciated.

I believe if you clear data for Google Services Framework then reboot (if necessary) then Play Store will get you to accept TOS and work again.

Menu>System Settings>apps>all apps> google services framework

This is literally happening to my friend at the moment.. I've done everything I know how to do.. Even did Odin back to stock. Still won't work. My guess can only be its a Google problem then.
