can it really not be activated?

For some reason, ebay mobile didn't show all of the details of a phone I was purchasing. After the fact, I looked at it on my computer and it said that the phone was "locked by the carrier" And could not be activated. How does this happen? If I got the phone unlocked could I activate it? It is a droid 2
 
Yep its garbage, always ask the buyer for an esn so you can call and check!! But you might be able to use it on wifi, kind of like a ipod...
 
I know there are reasons why a carrier would lock a phone, but is it possible for them to unlock one?

If the carrier has locked a device two things could have happened. One being that the device was on an outstanding account, once the account is PIF the carrier will unlock it. The other being that the device is reported stolen and has been locked by the carrier.
