Can I serf the web while on a call?

Only on WIFI, you can.
And if you ARE on Wifi, to get to the web, while you're on the call screen, press home. [I know, dumb suggestion, but I forget sometimes that that's what you have to do to get to other things]
The focus on this issue seems to have died down since the last set of AT&T commercials. But the short answer is that the CDMA network technology used by Verizon "streams" 3G data while the GSM technology (used by AT&T) sends data in individual "packets." Thus there is no way to interrupt the voice stream for web surfing. With GSM the individual packets can be sent/received for two distinct functions. With WiFi another stream is available for surfing in the Verizon (i.e. CDMA) environment.
Frankly, this an issue that only a marketing person could love. And not meaning to insult anyone but if you feel the need to surf the web and talk on the phone at the same time, it suggests that your capacity to focus is probably being undermined. I fear for the future of civilization.

Just saying...There are LEGIT reasons for browsing the web while on a call...
Yeah, right. And when a friend calls me from the taping of his game show appearance I'll be sorry I don't have the capability. I'll just have to suggest he call someone with an iPhone.
Totally confused by your statement. WE CAN search the web while on a call using WiFi...
