Tap on the camera. tap the menu. Tap Settings. choose flash ON.

are you talking about for recording videos? if so, you have to get the led flashlight app and turn it on then open then open the camera app

Did you ever figure this out? In settings my flash button can't be pressed to turn it on? It is grey and the other settings are white? Is this a bug or is this tied to an app?

You can't just turn the flash on. If you have the flash enable then the camera will use it if it thinks it needs it. The video camera will never turn it on. However, there is an app called MotoTorch you can download which will let you turn it on and off as you want.
