Boot menu

Just bought a used Bionic. VZW sent me a new sim card. When I boot it up, the images shown is what pops up. I have never seen this before on any phone. If I hit "search" to continue, it goes to welcome screen. Then when I touch Android to begin, it says to insert sim card, which is already inserted. If I hit "menu" to go to recovery, and in recovery I select "wipe data/factory reset", It does it's thing, and I'm right back to square one. Any suggestions?

I just saw that it is Safestrap. I went through some recovery screens, and it gave me the option to disable Safestrap. I did that, and it booted normally, but still won't recognize the sim card. I remember the first Bionic that I had, I had to take it to the VZW store and let them activate the sim on another 4G phone before it would work in the Bionic. I wonder if this is the same situation?
