black balled Motherboard?

So I damaged the motherboard on my D4 and I've been looking for a damaged phone to use for parts. I found one, BUT the owner says it has been "black balled" by VZW. I don't know exactly what that means and more importantly if big red identifies the phone by the motherboard or just the SIM? Anyone have more knowledge of this?

guessing "ESN" has been blacklist for nonpayment or it was report stolen, once verizon blacklists a phone it can not been undone
even if payment is made or owner report phone has been found

it should still work on a global gsm network

Thanks themib. Sounds like I should stay away from that phone for my purposes. For anyone needing this info in the future ESN - A permanent 32-bit number embedded by the manufacturer that uniquely identifies a wireless communications device.
