Best OFF-Line (or minimal data use) GPS?

So I deliver for my job and I use google navigation constantly.

I am grandfathered in to ATT unlimited but I have been getting my data throttled for too much data use mainly from GPS.

Is there a way to get google navigation offline? Or if not what is the best offline turn by turn direction gps app?
 
Up this Thread because, I will take it one step further, is there any type of GPS application on Android where you can take it offline?
 
I use copilot. The maps take a big chunk of storage,but the app works well. And as a verizon User I don't need to worry about not being able to access new map views while I am on a phone call

Thanks Guys!!!!! I plan on buying a 7 inch Google Tablet and using it as my GPS / MP3 player to replace my Tom Tom and old 30 gig Ipod Touch. I have Google Music on my phone, but I work out in the boonies and I get no reception to use Google Music, so I actually like having a player with my music locally.
