undoutably, the best camera app for Android must be Instagram 
) The runer-up should be Photo & Pic Collage or PhotoArt. All of them are free. And I've just try Instagram, but my friends have used the other ones and like them so much!

Not with Instagram's new TOS. And I'm looking for quality before the fancy editing.
