So I guess this would work to use with Google Voice number to make free calls? Set up the pre-fix to dial the google number, with pauses and the appropriate menu option (2?) . Can pauses be added?

Yes, it definitely should (not having the possibility to try it myself though...)!
Pauses are added with a "," character.
If you find it difficult setting up a rule yourself - you could give me an example of how you manually dial via Google Voice and I will try to help you with the rule creation! If you on the other hand come up with a working rule yourself, I would gladly accept it and add it to our templates here: http://www.253below.com/prefixer/rule-templates

Having looked around a little I think I found the steps involved in dialing through Google Voice.
Correct me if I'm wrong, but you first need to dial your own number followed by a "2" and finally the actual number you want to dial, right?

I've set up a rule below for you that should work according to the above. With Prefixer installed - scan the QR code below with your mobile, or if you are reading this forum from your mobile you should be able to click the shared rule link below to automatically add the rule to your app.

Note that you need to replace the "11111" with your own number.
Also - the rule will be valid for all numbers you dial. If you only want it enabled for certain numbers or number patterns you have to edit the "When number matches" parameter in Prefixer.

I use Google voice as my work number. Also, get the Google voice widget for droid. It has many choices on how to dial, native, Google voice, or ask each time.
