The Galaxy S4 Bootloader on AT&T and Verizon has still not been unlocked, however it has been bypassed thanks to known exploiter "Djrbliss". His LOKI script bypasses the locked down bootloader to allow for custom recovery, and roms. It appears that AT&T is working on an update that will patch LOKI leaving it useless. Desisngears is responsible for this discovery. Apparently it was found in a build for the Galaxy S4 Active, but will also show up in a Galaxy S4 update soon. DjrBliss is apparently aware of the situation. Hopefully he is already working on another workaround. I can imagine that Verizon is working on a patch of their own.
The moral of this story is that if you get a new S4 you should apply LOKI asap. Also do not accept any over the air updates if you would like to keep root and have a custom recovery installed.
