App to replace Smart Actions?

I was an asshat and lost my Razr earlier today and bought a Droid Maxx. I do like it although getting used to the size, question I have is finding something to replace Smart Actions. The key thing I need is to block all notifications from sounding except for calls from certain numbers in my contact list. I've looked around and I cannot find an app to do that.. or if I have can't figure it out. Any help would be appreciated, thanks.
