on my old phone (Galaxy Relay) you could assign each contact it's own ringtone if you wanted, I have switched to the Galaxy4 and it doesn't seem to have that feature. I was wondering if anyone could recommend a safe app that would allow me this customization? I am unsure why a lesser phone would have this option, and a more expensive phone does not.

I used to use a app called Ringo , by Electric Pocket, for that until finding I could do the same thing in Handcent text app as well as Chomp text app.
Ringo has a free and paid version on the Play Store.

I had an S3 and S4. If memory serves me, you should have the option to assign ringtones to your contacts.

I believe that's an android ability. I've been able to assign ring tones on every Android phone I've had

Looks like you have an S4, OP. Just go to your contact, and you should be able to choose under "ringtone"

For some reason, though, it will drop the assigned ringtones and revert back to default ringtones. I haven't figured out why. Sometimes it is after an update, others times it is just random. Maybe it just gets tired of holding onto the ringtones and just "forgets" them.

You can do the same thing with Hangouts. I don't bother with other apps since they did some improvements with Hangouts.
