Anyone good with color changing?

I have looked all over and keep getting different answers. I am currently running Lib 0.7 with ArcticSlice theme. I would love to be able to make the background of my settings menu either black or dark blue. Some sites say to go into the framework, others systemui.apk, because of Gingerbread.

Does anyone know the actual way to do this on Gingerbread? Any help would be greatly appreciated.

One other thing that I find strange....if I click on Liberty Settings in the Settings menu, the background goes black, but not for the other options. I am assuming this is a Liberty thing. Maybe I can just apply that to the rest of the Settings menu??
