Answering/rejecting calls with voice?

I read you can do that by saying answer or reject when someone is calling but can't get it to work is this false information for the note 2?

If you're runing 4.1.1, to activate the voice command, double tab the home button to bring up the s voice, hit the option and go setting. its under application control.

I've tried the voice answering call and reject. doesn't seem really detecting my voice. . buggy maybe. not sure. anyone having this problem?

I have 4.1.1 but double tapping home button doesn't do anything and what and where is s voice and stuff?
