Android Bionic issue

I have 2 brand new droid bionics. Mine runs fine no issues but the other has a flashing bullseye at top of screen that is flashing constantly. I've reset the phone and turn it off but keeps coming back. Anyone know what this is? It runs the battery down really fast!

I'm not familiar with the Bionic but my Droid X the target indicated that the GPS is on.

Go to Settings> Location & Security Settings> Deselect anything that is checked.

That should do it.
