After system update S6 no text notifications

After system update my brother gets no text notifications. He did make sure the notifications weren't simply reset to off. Anybody experience this or have any ideas as to why.

Does this happen when leaving a WiFi connection and switching to a cell data (4G) connection? I have a friend with an S6 that had that happen after a system update (or maybe an OS update). If she is at home on WiFi she gets texts, but as soon as she leaves home and the phone switches to cell data....no texts until she reboots. The only answer was a FDR and she was not willing to do that.
