Call me skeptical but every time a politician tells me something sweet I now look for the dagger. Ever since .....well Ill keep from getting political.

It should read "after senate vote nsa "officially" (nod wink) prepares to shut down phone tracking program.
The preparation is moving the money to a different budgetary spot and renaming the operation before "transferring" the operatives to a new assignment.
