I just installed adobe air on my droid, it was like 9mb. What does it actually do?

At 9mb, I would hope you read at least what it's supposed to do before you installed it.

It's not of much use without flash, a compatible browser and the 2.2 framework though.

It's an app for Flash developers to wrap their web-based Flash programs in a standalone package so it can be distributed and used offline...
So to answer your question in a round-about kinda way, if you don't know what it is, you don't have a use for it
