Activationg your phone

Since the ICS update I have had the activating your phone SIM message. I can pull the battery and it goes away but always comes back. It doesnt seem to effect the phone it is just annoying. Also my connection to wifi comes and goes. Any suggestions from anyone?

This just started happening to me today after the phone shutdown due to a power drain.
