Accounts and Sync menu

How do you get to the accounts and sync menu specifically the sync menu where there is an option to turn on and off auto sync?

I have been to this menu before but it was only because I tried to go to the market and background data was turned off. It seemed to be a menu where there was an option to auto sync data and all the applications were below it to sync them manually.

The background data option is there but I can't find the auto sync option.

Disable the background data option then go to the market and it will bring you to a different screen that has the auto sync option along with the accounts that use sync. I want to know how to get to this screen without going through what I just described.

no clue where that screen is located. if it is an app of sorts that comes on the phone, i've either got the app frozen or uninstalled.
