401 Unauthorized Access error when restoring email & apps on SD Card help!!

The charging port failed on my phone and I was shipped a refurb'ed model from Verizon. I moved all my apps to the SD card and now I can't figure out to restore them! I've tried going to Settings>Applications>Manage Applications>Applications on SD Card, and there are no apps there. Also, there's nothing in the download section of the Market. Is there any hope for getting my apps back without having to re-download them from the Market?

Also, I'm trying to restore my Windows Live email account and I keep getting 401 Unauthorized Access error. An ideas on how to fix this?

Did you log onto your Google account on the new phone? You have to do that before it will do much of anything.

Sent to today from yesterday using tomorrow's technology.

I logged into my Google account before I tried to restore my apps or Windows Live email.
