2nd Galaxy S4 won't connect via USB?

Hey everyone,

I recently purchased a second Galaxy S4, replacing an S3 in my lineup.

For some reason it will not connect via USB to my windows 7 or 10 computers.

It says it is installing device drivers, but fails shortly after.

Any ideas?

Edit: I inserted the external SD card and it connected just fine
