I rooted my phone, does that mean I can get rid off these?

Yes. One way is to use Titanium Backup from the market to"freeze" them or delete them. If your unsure if your need them, you can freeze them first to make sure it doesn't mess anything up by deleting them.

Anybody know how I can shut tethering off? It says just tap it and it will shut off but no go . If I go to my applications and shut it off it will say it is off but it still says on my laptop that it is on. Anybody know why?

Not sure what app it is, but you can always go to menu/settings/applications/running services and stop any running app that way.
