Is there a permanent root for this phone yet? I really just want to remove the bloat, but I don't want to do a temporary root and run the risk of not being able to unfreeze the bloat later on if its needed for an update.

This is the first phone I have owned that couldn't even be rooted.

HTC uses an entirely different structure for its bootloaders from Motorola, RUU and SBF, respectively. As such, the method for unlocking them is different. HTC has made their phones so that any change to the system folder is overwritten on boot, unless said change is signed. Do some research on here or xda for more details. I won't rehash what has already been said better before.
