Hopefully an easy question...About Data Delivery Settings

I just got a picture text and tried to download it to open the pic. I got a "data disabled" pop up screen that says I need to check my data delivery settings to enable data connectivity. Can someone please tell me where to go to do this? I've looked and browsed but I can't seem to find it.

Adding to that, "Background data" and "Data enabled" should be checked.
